The list of problems of beekeeping sector in the project region is long. These problems are classified as follows in terms of complexity of measures required by their solutions;

• Problems to be solved at the provincial level,
• Problems that can be solved at regional level ve
• Problems that can be solved at national level.

The solution of most of the existing problems depends on the work to be done at the regional and national level. Therefore, in the region covered by the project, there is a need for a strong organization to carry out the work towards solving problems effectively and with a result-oriented focus.

Based on this need, it is aimed to establish an organization structure in which key stakeholders in the sector will work together. The main building block of this organization will be the Regional Beekeeping network (BAA). The structure to be created for the BAA is given in Figure 1. BAA management consists of;

• Board of Directors,
• Monitoring and Supervision Uni,  
• Executive and Coordination Unit.

Advisory Board; It was formed from key stakeholders in the region. Key stakeholders consist of 21 public institutions and professional organizations. Due to the diversity of stakeholders in the Advisory Board, the sector can be represented by all dimensions. The Advisory Board is the supreme body of the BAA structure and the main working unit from which decisions concerning the sector will be taken. The duties of the Advisory Board are as follows;

• To determine the actions needed to solve the problems of the sector at the regional level,
• To determine the institutions and responsibilities that will take part in the execution of the actions,
• To direct the Monitoring and Supervision Unit's work, to advise and supervise,
• Develop and implement actions at the national level for issues that can not be solved through institutional cooperation at the regional level,
• To prepare legislative amendment proposals and communicate them to relevant ministries in necessary situations,
• To establish subordinate working groups among their members in necessary situations, especially to direct them to these working groups, and
• Establish a communication bridge between the sector and the government.

Members of the Advisory Board were formed from representatives of the following institutions.

• Samsun Food, Agriculture and Livestock Provincial Directorate
• Samsun Honey Producer Association (Terme),
• Samsun Bee Farmers Association,
• Ordu Governorship,
• Ordu Food, Agriculture and Livestock Provincial Directorate,
• Beekeeping Research Institute Directorate,
• Ordu Chamber of Commerce and Industry,
• Ordu Chamber of Tradesmen and Artisans,
• Ordu Bee Farmers Association,
• Giresun Provincial Directorate of Food, Agriculture and Livestock,
• DOKAP (Eastern Black Sea Project, Regional Development Administration),
• Giresun Honey Producer Association (Bulancak, Þebinkarahisar, Alucra),
• Giresun Association of Bee Farmers,
• Trabzon Provincial Directorate of Food, Agriculture and Livestock,
• Trabzon Honey Producer Association (Akçaabat, Dernek Pazarý, Hayrat),
• Trabzon Bee Farmers Association,
• Rize Provincial Directorate of Food, Agriculture and Livestock,
• Rize Bee Farmers Association.

Monitoring and Evaluation Unit; Arým Balým will be formed by partners of Peteðim Project. There are 9 project partners in total. A joint public institution of project partners, there are 8 professional organizations. Due to this feature, the Monitoring and Evaluation Unit is largely a structure that represents the beekeepers and SMEs in the sector. The tasks of the Monitoring and Evaluation Unit are as follows;

• Establish a communication bridge between the Executive and Coordination Unit and the Advisory Board,
• To direct the activities of the Executive and Coordination Unit, to recommend and supervise,
• Assisting the Executive and Coordination Unit to take measures to facilitate cooperation and coordination among agencies on the issues they will need,
• To provide sectoral action proposals to the Advisory Board on the required issues.

Monitoring and Evaluation Unit members will consist of representatives of the following institutions.

• Samsun Bee Farmers Association
• Ordu Bee Farmers Association
• Giresun Association of Bee Farmers
• Trabzon Bee Farmers Association
• Turkey Central Union of Beekeepers
• Ordu Chamber of Commerce and Industry
• Ordu Union of Chambers of Tradesmen and Artisans
• Ordu Governorship
• Rize Bee Farmers Association

Executive and Coordination Unit; It consists of the Promotion and Marketing Unit, Consulting Contact Points and the Quality Certification Center in the BAA. It is the main unit responsible for carrying out the activities related to the sector. The functions of the Executive and Coordination Unit are as follows;

• To ensure coordination between the institutions when necessary for the execution of the tasks required by the responsibility,
• Active and dynamic work,
• To regularly provide information to the Monitoring and Evaluation Unit about the studies,
• Provides consulting services from third parties in technical matters when necessary,

It prepares funds, creates and implements projects to the granting and supporting institutions in order to ensure the financing required by the services and the works.
